Universally known to those in the know just as ‘that great fish place by the mosque’ Khazar is one of Baku’s best-kept dining secrets. Located in the Sabayil region and with no real address, Khazar is situated right on the rather unprepossessing seafront at the very end of a tiny road, just beyond the majestic new Bibi Heybat Mosque. It does indeed also serve the best fish in Baku and at an extremely good price too. For a flat rate of AZN 20, teams of happy, smiling young waiters – few of whom speak Russian, let alone English but who are fluent in ‘point and smile’ – will bring you trays of small dishes of mezze (you just point and choose the ones you fancy), followed by a huge Caspian sea-fish, fried to perfection and served with mountains of salad and rice or chips.
